Commission Issues 2026 Harvest Season Reminders

PSC ISSUES HARVEST SEASON REMINDERS

LINCOLN – As harvest season approaches, the Nebraska 
Public Service Commission (PSC) is reminding grain 
producers, dealers and warehouse operators to review 
state grain laws and requirements designed to protect and 
strengthen Nebraska’s grain industry.

“Harvest is one of the busiest and most important times of 
the year for Nebraska agriculture,” said Terri Fritz, director 
of the PSC’s Grain Department. “Taking a few minutes to 
understand what’s required can help producers protect 
their payments, keep grain businesses in compliance and 
prevent costly issues during an already demanding 
season.”

The PSC offers the following reminders as the 2026 
harvest season gets underway:

• Timely payment requirement: Under the recently 
  updated Grain Dealer Act, licensed grain dealers 
  must pay producers and sellers for delivered grain 
  within 10 business days after receiving a written 
  demand for payment. Exceptions include deferred-
  pricing, price-later or similar contracts where title to 
  the grain has transferred but payment is not due 
  until a later specified date.
   
• Emergency ground storage: Grain warehouse 
  operators planning to store grain on the ground must 
  first file an emergency storage application with the 
  PSC and receive approval. The 2026 memo and 
  application and additional information are available 
  on the Grain Department homepage at 
  psc.nebraska.gov/grain.
   
• Verify licenses: Producers and sellers are encouraged 
  to conduct business with grain dealers licensed by the 
  PSC and with grain warehouses licensed by either the 
  PSC or the federal government. Note: Under the newly 
  updated Grain Warehouse Act, all federally licensed 
  warehouses operating in Nebraska must now have a 
  state-issued license as well. Current lists of state-
  licensed grain dealers and grain warehouses are 
  available on the Grain Department homepage at 
  psc.nebraska.gov/grain.

“Our goal is to ensure grain moves efficiently while 
providing safeguards for everyone involved – from 
producers delivering their crops to the businesses that 
buy and store them,” Fritz said.
